EU New Regulation Interpretation | The EU Accessibility Act (EU) 2019/882 will be enforced on June 28,2025!

In order to improve the accessibility of products and services to meet the needs of people with disabilities by establishing unified standards and requirements, the EU issued the EAA Europeanibility Act (European Accessibility Act, EAA, Directive (EU)2019/882) in 2019, and will implement itorily on June 28, 2025.


Timeline of regulatory enforcement:


• On April 17, 2019, the European Parliament adopted the European Accessibility Act (EAA, Directive (EU)201/882).

• On 7 June 2019, the EAA was officially published in the Official Journal of the European Union (OJ L151) and into effect on 27 June 2019; on 17 April 2019, the European Parliament adopted the EAA (European Accessibility Act EAA, Directive (EU)2019/882).


• By June 28, 2022, member states must transpose the EAA into their national law;


• On 14 September 2022, the European Commission released Standardization Request M/587, mandating the revision of EN 30 549 to support the implementation of EAA related standards;


Standardization request M/587 specifies completion of EN 301 549 revision by 15 September 2025, but be extended to 2026;


• June 28, 2025, EAA enforcement, new products and services must comply, old products and services can transition until June 28 2030 (up to five years);


Self-service terminals (such as ATMs, ticket vending machines, KIOSKs, etc.) can be used sustainably to provide similar services the end of their economic life (not exceeding 20 years after commissioning).

(b) Self-service terminal: payment terminal, ATM, ticket vending machine, self-check-in machine, interactive self-service terminal providing information (excluding equipment installed in vehicles, aircraft, ships, or rail transit equipment)

(c) Consumer-grade terminal devices with interactive computing capability for electronic communication services: mobile phones, smart watches, etc.

(d) Consumer-grade terminal devices with interactive computing capability for accessing audio-visual media services: smart TVs, streaming media players, etc.

(e) E-book reader

• Service:

(a) Electronic communication services (excluding machine-to-machine communication transmission services)

(b) Provide access to audio-visual media services;

(c) The following elements of air, bus, rail and water passenger services (urban, suburban and regional transport only apply to point (v)): (i) We; (ii) Apps; (iii) Electronic tickets and electronic ticketing services; (iv) Traffic service information (for interactive information screens within the EU)

(v)Interactive self-service terminals located within the territory of the EU, excluding terminals installed in vehicles, aircraft, ships and trains.

(d) Consumer banking services

 Accessibility requirements for products and services:


Section I:Product general requirements

Provide product information, instructions for use;

• User interface and functional design

• Support services (customer service center, technical support, transfer service, training service)


Section II:All applicable products (excluding self-service terminals)

• packaging and product manual;


Section III:Service-type universal requirements

• Ensure that products used in the service comply with accessibility standards

• Provide information on the operation of the service and explain its accessibility features

• Ensure that digital platforms (websites, apps) meet accessibility standards

• Provide barrier-free support services

Aimed at ensuring that all users, regardless of their abilities, can access and use a variety of information and functions equally and smoothly.


Provide specific design and testing specifications for a variety of possible contexts that could affect use—such as visual, aural, physical, or cognitive limitations.


• ICT products and services must build in support for assistive technologies from the design start, such as speech prompts, haptic feedback, and adjustable visual displays, to that all users can operate them smoothly. Even where some functions may not be directly expandable for assistive technologies due to design constraints, the standard requires that non-visual alternativessuch as speech prompts or haptic feedback) must be built in to meet the essential operation needs.


The standard includes specific test procedures and assessment methods covering various aspects such as speech, video communication, hardware, web pages, documents, software, and emergency services, that different products achieve a unified compliance standard in terms of accessibility.
