The latest DOE certification rules and labeling requirements for the United States will take effect on December 23, 2024!

On October 9, 2024, the U.S. Department of Energy (DOE) officially published the "Final Rule of Federal Register" and determined the effective and compliance dates. This rule establishes and amends the certification requirements, labeling requirements, and enforcement provisions for certain types of consumer and commercial and industrial equipment.



Important Update 1: DOE's Latest Certification Rules - Effective and Compliance Dates Confirmed



The newly revised certification and labeling requirements will take effect on December 23, 2024.
For products or equipment that have initial certification regulations established under this rule that conform to new or amended standards, manufacturers must submit an initial certification for the basic model being distributed in commerce beginning May 7, 2025.
 For base models with existing certification regulations, amendments to the certification report requirements for reports conforming to the existing standards will be mandatory for annual reports submitted on or after May 7, 2025.

Important Update 2: EPS, BCS, and GSLs Certification Report Update



EPS: Starting with the annual certification report submitted on or after May 7, 2025, additional reporting requirements to specify effective gauge and length of the output wiring (or the output wiring specifications recommended by the manufacturer) for the EPS being shipped, and to report the output voltage

BCS: Increase the reporting requirements for battery chargers with multiple measurement method testing from the date of compliance with the amended energy-saving based on Appendix Y1 or earlier.
GSLs: Mandatory submission to the CCMS system starting from May 7, 2025, must comply with the energy-saving requirement of 45lm/W.




Important Update 3: DOE Certification Report Template Update


The U.S. Department of Energy (DOE) is working to finalize the certification templates to provide the certification bodies with adequate time to prepare the compliance date of the energy conservation standards in this final rule. For certification reports submitted after the effective date of this final rule but before the compliance date, manufacturers elect to submit certification reports according to the requirements of this final rule (i.e., early compliance is permitted). The DOE CCMS GSLs report template will be followed up by Beko technical experts, and once it is released, manufacturers will be notified as soon as possible.






Products regulated by the U.S. Department of Energy (DOE):


Central air conditioners and heat pumps, dishwashers, home laundry washers, pool heaters, dehumidifiers, external power, battery chargers, computer room air conditioners, direct expansion special outdoor air systems, air-cooled, three-phase, small commercial packaged air conditioners and pumps with a cooling capacity of less than 65,000 Btu/h, air-cooled, three-phase, variable refrigerant flow air conditioners heat pumps with a cooling capacity of less than 65,000 Btu/h, commercial hot water equipment, automatic commercial ice makers, walk-iners and freezers, commercial and industrial pumps, portable air conditioners, compressors, dedicated pool pump motors, air purifiers, single package vertical units, fan light kits, general lighting products, etc.






Certification Management System (CCMS):


The Certification Management System (CCMS) is administered by the U.S. Department of Energy’s (DOE) Appliance Standards Program.MS is the online interface through which manufacturers of covered products and commercial equipment must electronically submit their compliance certification information to DOE. The public certification database houses only the records for current basic models submitted within the last year. While manufacturers may submit new information daily, the certification database will be updated approximately every two weeks to time for DOE to actively review all submissions.







DOE CCMS Annual Certification Report Rules:


The US Department of Energy (DOE) regularly issues an annual certification report submission notice for the DOE certified CCMS system. According to 1 CFR 429.12(d) of the US Federal Law, the DOE CCMS requires that certified products must undergo annual certification report submissions

The DOE CCMS annual certification report date is based on a one-year period from the date of customer submission.
