U.S. CPSC Approval Requirements for Water-Absorbing Beads Toy!

On December 12, 2025, the U.S. Consumer Product Safety Commission (CPSC) approved a final rule establishing new federal toy safety standard, 16 CFR 1250.4 Requirements for Water Beads, and added section 1112.15b)(32)(iv) to 16 CFR 1112 (Requirements for Third-Party Qualified Testing Agencies) to require that third-party testing agencies performing testing to this standard obtain CPSC recognition.


The main content of 16 CFR 1250.4 "Absorbent Bead Requirements" is as follows:


Scope

- Suitable for water-absorbing beads toys and toys containing water-absorbing beads.

- Water Bead refers to a variety of shapes of liquid-absorbing polymers, such as but not limited to polyacrylamide and polyacrylic acid which swell in liquid.


• Physical requirements

Absorbent beads received or removed from toys, in a desiccated (pre-expanded) state, can be completely inserted into the small component, and after expansion, should be able to pass completely through the funnel test gauge or sieve test gauge under their own weight.


Chemical requirements

Not more than 325 micrograms of acrylamide may be extracted from 100 small droplets (defined as those with a minimum before hydration<4 mm) or from 1 large droplet (defined as those with a minimum diameter before hydration ≥4 mm)


 Identification requirements

Water beads toy, packaging of water beads toy and water beads container must contain the following warning:

- Products with moisture-absorbing beads (e.g. balls filled with expanding water beads) and their packaging must contain the following warning

Effective date

The requirement will be effective on March 12, 2026.
