On 27 September, the European Union issued regulation (EU)20242555 to revise the HBCDD 2024 in Appendix I Parta of the Pops Regulation (EU)20191021 to reduce the HBCDD limit from 100mg kg to 75mg kg; Publication of regulation (EU-RRB-202425AnnexnIePartaartA to add a controlled substance methoxychlor (methoxychlor) not exceeding 0.01 mgkg in a substance, mixture or methoxychlor, thus, the number of prohibited substances for Pops in the EU has increased from 29 to 30. The relevant contents will take effect on the 20th day from the date of publication.

Paragraph 1 of the HBCDD clause in Appendix I Part A is replaced by the following:
Substance: Hexabromocyclododecane (HBCDD)
Restrictions: 1. For the purposes of this entry, the exemption in Section 4(1)(b) applies to substances, mixtures, articles or components of flame retardant products in articles with HBCDD concentration ≤75 mg/kg (0.0075% by weight) . For the use of reclaimed polystyrene in the production of EPS and XPS insulation materials for construction or civil engineering, clause (b) shall apply to HBCDD concentrations ≤100 mg/kg (0.01% by weight) . The Commission should review and assess the exemptions in point (1) by 1 January of the 2026.

New Methoxychlor in Appendix I Part A:
Name of substance: methoxychlor, “Methoxychlor” means any possible isomer of dimethoxy diphenyl trichloroethane or any combination thereof.
Restrictions: 1. For this entry, Point (B) of Section 4(1) applies to concentrations of methoxychlor in substances, mixtures or articles not exceeding 0.01 mgkg (0.00001%) .
