Certification Overview
The Bureau of Indian Standards (BIS) is established under The BIS Act, 1986. As India’s authority for standardization and certification, BIS is responsible for product certification and issuing relevant certificates. BIS has 5 Regional Offices and 19 Branch Offices, with regional offices supervising corresponding branch offices. Eight in-house BIS laboratories plus several independent laboratories conduct sample testing during product certification; all laboratories operate in compliance with ISO/IEC 17025.
Product certification in India began in 1955 under BIS’ predecessor, the Indian Standards Institution, with a history of over 50 years. To date, BIS has issued more than 30,000 product certificates covering nearly all industrial sectors including agricultural goods and textiles, electronics, etc.
In principle, India’s product certification scheme is voluntary, aiming to supply end consumers with quality-guaranteed, safe and reliable products. However, considering public health & safety, national security, infrastructure requirements and mass consumption, the Indian government has introduced statutory measures to enforce mandatory certification for approximately 90 specific products, such as milk powder, cement, steel pipes, oil pressure stoves, multi-purpose dry batteries, medical X-ray diagnostic equipment, plastic feeding bottles, bottled mineral water, bottled drinking water, steel and steel products.
For products falling within the mandatory certification scope, manufacturers or importers must first apply to BIS for an import product certification certificate. Customs releases goods only upon presentation of the BIS certificate.
India’s product certification scheme generally follows voluntary rules. Based on ISO Guide 28, BIS assesses product compliance with Indian standards through initial inspection and evaluation of the factory quality management system, post-certification surveillance of factory quality systems, and testing of samples drawn from factories or the market.

Mandatory control list for electrical and electronic products:
Electric irons, electric stoves, electric heaters, switches, incandescent lamps, wires and cables, circuit breakers, AC electricity meters, etc.
Application Process
1. Application: HATEK submits the application to BIS.
2. Recording: BIS accepts the application and reviews documents. If all formalities are complete, the application will be officially recorded.
3. Initial Factory Inspection: BIS assigns an inspection team of up to 2 officers to conduct on-site factory inspection. The applicant shall cover travel, visa and inspection fees for the officers.
4. Testing: Applicant sends samples to BIS-designated laboratories for testing.
5. Certificate Issuance: If the initial inspection and test results are satisfactory, and the applicant agrees to implement the BIS-approved inspection & testing scheme after certification and pay BIS marking fees, a certificate will be granted. The certificate is valid for 1 year. After issuance, the certificate holder shall pay annual marking fees and certificate maintenance fees.
6. Post-certification Surveillance: BIS monitors certified product quality via routine surveillance and unannounced sampling and testing of factory/market samples. If sampled specimens pass factory and independent testing, the certificate may be renewed. The certificate holder submits renewal application via specified forms to BIS. The certificate renewal fee is 500 Indian Rupees. The holder also bears sample testing charges.

BIS Compulsory Registration Scheme
Certification Overview
On 7 September 2012, the Department of Electronics & Information Technology (DEIT) of India issued an ordinance on Compulsory Registration Requirements for Electronics and Information Technology Products. It stipulated that starting from 3 July 2013, 15 categories of products including home appliances and IT products must undergo testing to specified standards at BIS-recognised laboratories and complete registration. Products may enter the Indian market only after printing the statement “Self declaration – Conforming to IS….. (relevant Indian Standard)” Registration No. xx…xx on the product itself or outer packaging.
Bureau of Indian Standards (BIS) is the issuing authority; accredited laboratories are mostly local Indian laboratories.
Product Scope
Covers 30 product categories. Categories 15~30 were officially added by DEIT on 7 November 2014.
Implementation timeline for newly added products:
Item 20: Secondary cells / batteries / power banks using alkaline or non-acidic electrolyte for portable devices: 9-month grace period, effective from 7 August 2015.
Remaining newly added products: 6-month grace period from announcement date, effective from 7 May 2015.

Application Process
1. Client submits documents and samples to HATEK, who forwards them to accredited Indian laboratories.
2. Laboratory performs testing and issues test report.
3. Importer or agent completes online registration.
4. Marking is applied after successful registration.
Marking Requirements
No dedicated certification logo. The following statement must be printed on the product label or minimum packaging:
“Self declaration –Conforming to IS….. (relevant Indian Standard)”Registration No. xx…xx 。
Notes
1) The declaration shall preferably be printed on the product. If space limitation prevents marking on the product, it may be printed on packaging.
2) DeitY does not specify the exact location for the self-declaration label. However, per standard requirements, the statement must be clearly visible, legible and non-erasable.

India WPC Certification
Certification Overview
WPC (Wireless Planning & Coordination Wing) is the Indian authority regulating wireless radio equipment. All wireless products must obtain WPC approval before market entry. Radio bands in India are divided into licence-free bands and non licence-free bands.
Equipment operating on licence-free bands only requires an ETA (Equipment Type Approval) certificate. Equipment using other non licence-free bands requires a licence. Holders of ETA and licences must be locally registered companies in India.
Based on CE R&TTE or FCC ID (aligned with Indian local standards). For 2G/3G/4G products, mobile operators are required to submit applications.

Application Process
1. Client prepares samples and documents and submits application to HATEK.
2. If no CE R&TTE report is available, HATEK arranges testing and issues test report.
3. HATEK submits CE R&TTE report and supporting documents to WPC.
4. WPC reviews documents and issues ETA certificate upon approval.

India EE Star Label (BEE Energy Efficiency Label)
Certification Overview
In May 2006, under the Energy Conservation Act, 2001, India’s Ministry of Power established the Bureau of Energy Efficiency (BEE), owner of the Energy Label Programme responsible for developing, formulating and implementing India’s energy labelling scheme.
The programme provides energy performance information to help consumers select products, officially launched on 18 May 2006. The first covered products were frost-free refrigerators and tubular fluorescent lamps. Currently, the scheme covers 19 product categories: frost-free refrigerators, tubular fluorescent lamps, room air conditioners, distribution transformers, room air conditioners (cassette, floor standing, ceiling, split wall-mounted), direct cool refrigerators, induction motors, agricultural pump sets, ceiling fans, electric geysers, colour TVs, washing machines, computers (notebooks/laptops), LPG stoves and ballasts.
Originally voluntary, the Energy Label Programme became mandatory for four product categories starting July 2010: tubular fluorescent lamps, room air conditioners, distribution transformers and frost-free refrigerators. Products without valid energy labels cannot be sold on the Indian market. The scheme remains voluntary for other product categories.
Testing must be completed at accredited Indian laboratories. A local Indian agent is required to submit energy efficiency registration on the official BEE website.

Application Process

3. After testing, energy efficiency registration is completed on the BEE official website.
4. Once registration is approved, energy efficiency certificate is issued. Applicant applies to purchase official labels.
5. Products may be sold on the market after affixing the energy efficiency label.
Labelling Requirements
India’s electrical energy efficiency label is a comparative label consisting mainly of three parts: Energy efficiency rating represented by five stars; the corresponding star is highlighted to indicate efficiency class. More stars mean higher energy-saving performance.
Numerical energy consumption indicators (annual power consumption, EER etc.), together with product name, brand, model, main operating parameters, energy consumption index and relevant Indian IS standard number meeting minimum energy performance requirements.
BEE teal-blue official logo. Label grant number may also be marked on some labels.
Labels vary slightly by product type, including labels for air conditioners, televisions and tubular fluorescent lamps.
