CCC Certification

 

Certification Overview

      China Compulsory Certification (CCC, also known as 3C Certification). Following China’s accession to the WTO, the Chinese government issued the Regulations for Compulsory Product Certification on December 3, 2001 to honour WTO commitments. The CCC system replaced three prior schemes: the import commodity safety quality licensing system (CCIB Mark), electrical product safety certification (Great Wall Mark), and China Compulsory Electrical Equipment Certification (CCEE), merging the three systems into one.

Implementation and supervision are administered by the CNCA (Certification and Accreditation Administration of China). 15 authorised certification bodies and 152 accredited laboratories carry out practical assessment and testing. Starting from August 1, 2002, certification applications were accepted for the first batch covering 19 categories and 132 types of products listed in the Mandatory Product Catalogue. Products within the catalogue must obtain CCC certification and bear the CCC mark before being placed on the market.

Regulation Update in 2014

      Pursuant to CNCA Announcement No.23 of 2014 on Issuing Implementation Rules for Compulsory Product Certification, designated certification bodies formulated detailed implementation rules to support the revised scheme. General implementation rules and detailed implementation provisions are applied together.

      Under the provisions, manufacturers are classified into Grade A/B/C/D according to factory inspection findings, sampling test results, surveillance audit outcomes and product quality status. The grade determines the applicable CCC certification mode. For instance, Grade A manufacturers are generally exempt from the initial factory audit. All manufacturers applying for CCC for the first time are classified as Grade B.

 

Product Scope

      The Catalogue of Products Subject to Compulsory Product Certification covers 22 categories and 186 types of products including home appliances, automobiles, safety glass, medical devices, wires and cables, toys, etc.

 

Application Process

1． Client submits documents and samples to Hatek.

2． Hatek submits the application via the CCC online system.

3． Accredited laboratory completes testing and issues test report; application for initial factory inspection is submitted to CQC.

4． After factory inspection, CQC reviews documents and issues the CCC certificate.

CQC Certification

 

Certification Overview

 

      CQC stands for China Quality Certification Centre. Unlike the CCC mark, the CQC mark is a voluntary product certification also issued by CQC. The CQC mark demonstrates that products meet relevant quality, safety, performance and EMC requirements. The certification portfolio covers more than 500 products including machinery, power equipment, electrical appliances, electronic products, textiles and building materials.

      CQC certification focuses on safety, EMC, performance and RoHS hazardous substance limits — indicators directly related to product quality and consumer personal & property safety. It aims to protect consumer interests, improve product quality and enhance the international competitiveness of domestic manufacturers.

      The application procedure for CQC mark is the same as CCC, available via online portal and written submission (online application predominates). Voluntary CQC certification covers 160 product categories. Products outside the CCC catalogue may apply for the CQC mark, facilitating customs clearance into China, helping enterprises improve product quality, build brand reputation and boost market competitiveness in China.

 

Product Scope

      160 categories including electronic products, home appliances, lighting appliances, tyres, glass products, low-voltage electrical apparatus, water pumps, wind energy products, generator sets, motor vehicles, commercial equipment, auto spare parts, textiles, construction materials, cement products, sanitary ware, batteries and accumulators, student supplies, etc.

 

Application Process

1．Client submits documents and samples to Hatek.

2．Hatek submits the application via the CCC online system.

3．Accredited laboratory completes testing and issues test report; application for initial factory inspection is submitted to CCC.

4．After factory inspection, CQC reviews documents and issues the CQC certificate.

China Energy Label

Certification Overview

      To strengthen energy conservation management, promote energy-saving technology and raise energy efficiency, the National Development and Reform Commission together with AQSIQ formulated the Measures for the Administration of Energy Efficiency Labels, effective March 1, 2005.

      China Energy Label is a colour label with blue-and-white background, graded from Level 1 to Level 5.

Level 1: International advanced level, lowest energy consumption

Level 2: Relatively energy-saving

Level 3: Average energy efficiency level for China’s market

Level 4: Energy efficiency below market average

Level 5: Market access threshold; products failing to meet Level 5 requirements are prohibited from production and sale.

 

Product Scope

      11 batches of product lists have been released, covering household refrigerators, room air conditioners, household washing machines, self-ballasted fluorescent lamps, storage electric water heaters, domestic induction cookers, computer monitors, photocopiers, automatic rice cookers, AC fans, flat-panel TVs, digital TV receivers, etc.

 

Application Process

1.Product testing: Testing is performed and an energy efficiency test report is issued. The original report shall be submitted to the Energy Label Administration Centre for review and filing.

2.Online registration and filing information entry: Fill in product filing data, mainly the information printed on the energy label.

3.Energy label production: Manufacturers produce labels complying with implementation rules for the relevant product.

4.Submit written filing documents. After receipt, the Energy Label Administration Centre normally provides feedback within 10 working days or requests rectification. Once filing completed, information will be published on China Energy Label website and searchable by filing number, producer name or model.

China SRRC Certification

 

Certification Overview

      Since June 1, 1999, the former Ministry of Information Industry (MII) enforced a regulation: all radio component products sold and used within China must obtain Radio Type Approval Certification.

      In accordance with the Regulations for Administration of Imported Radio Transmitting Equipment and Regulations for Administration of Manufactured Radio Transmitting Equipment, all radio transmitting equipment exported to China or manufactured (including trial production) inside China must obtain the Radio Transmission Equipment Type Approval Certificate issued by the State Radio Regulation Committee (SRRC) after assessment of radio emission characteristics.

 

Product Scope

      Radio transmitting equipment refers to devices emitting radio waves for radio communication, navigation, positioning, direction finding, radar, remote control, telemetry, broadcasting, television and low-power short-range radio. It excludes industrial, scientific and medical equipment radiating electromagnetic waves, electrified transport systems, high-voltage power lines and other electrical installations. It applies to products manufactured overseas for sale and use in China.

Application Process

      1. Client prepares samples and documentation.

      2. Engineers check samples and documents. If satisfactory, application materials are submitted to Hatek.

      (For domestic clients only) Waltek submits documents to Provincial Radio Regulatory Authority for preliminary administrative review.

      4. Hatek sends samples to qualified Radio Monitoring Centre for testing and obtains test report.

      5. Test report is submitted to Provincial Radio Regulatory Authority for issuance of SRRC certificate.

 

Label Requirement

      SRRC does not have a dedicated certification logo, but the certificate number CMIIT ID must be marked.

 

 

      The nameplate must contain four pieces of information: applicant, equipment model, serial number and approval code CMIIT ID.

China MII Network Access Licence (NAL)

 

Certification Overview

      On May 10, 2001, Order No.11 of the Ministry of Information Industry released the Measures for the Administration of Telecommunication Equipment Network Access. China implements a network access licensing system for telecommunication terminal equipment, radio communication equipment and inter-network interconnection equipment. Such equipment must comply with national standards and obtain the Network Access Licence (NAL) issued by the Ministry of Industry and Information Technology (MIIT).

      Manufacturers shall affix the network access mark on licensed telecommunication equipment. The licence contains certificate number, applicant, manufacturer, equipment name, model, place of origin, remarks, issue date and expiry date.

      Network access approval is implemented by the Telecommunications Administration Bureau of MIIT, and handled in practice by the Telecommunication Equipment Certification Centre of MIIT. Applications may be submitted in person, by mail or electronic data interchange (online application).

 

Product Scope

1. Telecommunication terminal equipment: Equipment connected at the end of public telecom networks for users to send and receive information.

2. Radio communication equipment: Telecom equipment connected to public telecom networks using radio as communication medium.

3. Inter-network interconnection equipment: Equipment enabling interconnection between networks of different telecom operators or different telecom services.

      Examples: telephones, mobile phones, radio pagers, PBX systems, telephone alarm devices, fax machines, voice equipment, ISDN terminals, multimedia devices, data communication equipment, mobile communication equipment, satellite communication equipment, etc.

 

Application Process

1. Hatek submits application documents to the Telecommunication Equipment Certification Centre of MIIT.

2. If documents pass review, the Centre issues notices for system audit and sampling testing.

3. Conduct system audit (required without ISO9000) and product testing in accordance with the notices.

4. Audit bodies and test laboratories submit qualified audit reports and test reports to the Certification Centre.

5. After receiving complete qualified documents and reports, the Centre accepts the application and completes the review within 60 working days.
