Among EU technical regulations concerning toys, the primary legislation is the Toy Safety Directive 2009/48/EC. It sets out safety and quality requirements as well as conformity assessment procedures. All toys placed on the EU market must first comply with this directive. Technical details are defined by the harmonised standards EN 71 series and EN 62115. The EN 71 series specifies requirements for physical properties, flammability, labelling and other aspects, while EN 62115 covers safety requirements for electric toys. In addition, toys must comply with other EU regulations such as REACH, POPs and RoHS.
Scope of Application
Applicable to all toys: products designed for or intended to be played with by children under 14 years old, whether or not specifically designed or intended for their use.
