Certification Introduction

      NOM (Normas Oficiales Mexicanas) is Mexico’s official mandatory national standard certification. Implemented under Mexico’s Federal Law on Metrology and Standardization, it serves as a mandatory market entry requirement for electrical and electronic products sold in Mexico. It is regulated by Mexico’s Secretariat of Economy, with certificates issued by authorised bodies such as ANCE and NYCE.

      Whether manufactured locally in Mexico or imported, products covered by the mandatory catalogue must obtain the NOM certificate and bear the NOM mark on the product for customs clearance and commercial sale. Overseas factories cannot hold NOM certificates directly. A locally registered Mexican company must be appointed as the certificate holder and assume legal liability for the product. Labels and user manuals must be in Spanish.

Product Scope

Mandatory coverage mainly applies to finished products with rated voltage above 24V AC/DC:

      1. Household appliances: refrigerators, air conditioners, washing machines, microwave ovens, electric kettles, fans, etc.

      2. IT and audio‑visual equipment: computers, monitors, printers, televisions, power adapters.

      3. Lighting products: LED luminaires, LED drivers, ballasts.

      4. Wireless communication products: routers, Bluetooth / Wi‑Fi devices (IFT radio certification is additionally required besides NOM safety certification).

      5. Toys, tyres and certain electrical medical devices.

      Note: Low‑voltage components and spare parts rated at 24V and below are generally subject to voluntary certification.

Application Process

      1. Confirm applicable NOM standards for the product and appoint a local Mexican certificate holder.

      2. Submit samples to a Mexican accredited laboratory for safety, energy efficiency and related testing.

      3. Submit test reports, product documentation and nameplate drawings to the authorised certification body.

      4. The authority reviews documents; factory system audit is required under certain certification schemes.

      5. Upon approval, the NOM certificate is issued and authorisation granted for use of the NOM mark.

      6. Print the NOM mark on the product. Annual maintenance and renewal are required before expiry; market sampling retests may be conducted for some schemes.

Certification Mark

      The NOM mark is a graphic symbol with the letters “NOM” enclosed in a square frame. The mark must be permanently printed or silk‑screened onto the product nameplate; adhesive stickers alone are not acceptable. The label must include Spanish instructions, information of the Mexican importer and country of origin.

      Certificate holder requirement: Must be a locally registered Mexican entity. Foreign manufacturers cannot hold certificates directly.
