New regulations for the control of transmissible N-nitrosamines and N-nitrosamine precursors; applicable to edible elastomers and soft rubber toys (teethers, floating toys, squeeze toys, etc.), restricting the transmissible nitrosamines and nitrosamine precursors.

Formamide (GB 6675.1-2025, Clause 5.3.9)

Newly added control of formamide content in foam materials for toys under 36 months of age; content ≤ 200mg/kg, and release amount when exceeded ≤ 0.20mg/m³; outdoor and small-area foam components are exempted.

Short-chain chlorinated paraffins (SCCPs) (Clause 5.3.10 of GB 6675.1-2025)

Newly added control measures for short-chain chlorinated paraffins in the polyvinyl chloride (PVC) materials that can be touched by toys. The limit is ≤ 0.15%; only applicable to PVC materials, and this regulation does not apply to other materials.

VOC emission volume (Clause 5.3.11 of GB 6675.1-2025)

Newly added restrictions on VOC limits for toys, as well as control over formaldehyde, benzene, toluene, xylene, and TVOC emissions; does not apply to pure wooden or pure metal toys without surface treatment.

Allergenic Aromatics (Clause 5.3.12 of GB 6675.1-2025)

introduces new control measures for allergenic aromatics for toys with fragrances, classifying them into two categories. Appendix A, Table A.1, stipulates that the content of allergenic aromatics should not exceed 100 mg/kg; while in Appendix A, Table A.2, once the content of allergenic aromatics exceeds 100 mg/kg, the substance name of the allergenic aromatic should be marked on the toy itself, the label, packaging or instructions to facilitate the identification by allergic individuals.

1. The revised GB 6675.4-2025 "Toys Safety Part 4: Migration of Specific Elements" optimizes the pre-treatment and extraction conditions for migration element tests, improves the sample preparation rules; adjusts the logic for limit determination, and links it with the control measures for special categories such as crystal mud and glue in GB 6675.1-2025, to improve the soaking, crushing processing norms, and unify the testing methods.
