Development

      The CB Scheme was initially launched by CEE (the former European Committee for Coordination of Electrical Equipment National Test Committees) and merged into the IEC in 1985. The IECEE CB Scheme is the world’s first genuine international system for mutual recognition of safety test reports for electrical products. National Certification Bodies (NCBs) across participating countries have established a multilateral agreement. Manufacturers may use a CB Test Certificate issued by one NCB to obtain national certifications in other member countries of the CB Scheme.

      The CB Scheme is built upon international IEC standards. Where national standards of certain member states are not fully aligned with IEC standards, national deviations are permitted provided they are disclosed to all other members. A CB Test Certificate serves as evidence that product samples have successfully passed relevant testing and meet applicable IEC requirements as well as the requirements of relevant member countries.

      The primary objective of the CB Scheme is to facilitate international trade. By promoting harmonisation between national and international standards and fostering cooperation among product certification bodies, it helps manufacturers move closer to the ideal goal of “test once, accepted everywhere”.

Terminology

      IECEE stands for The IEC System for Conformity Testing and Certification of Electrical Equipment.

      The official full name of the CB Scheme is Scheme of the IECEE for Mutual Recognition of Test Certificates for Electrical Equipment.

      The abbreviation CB derives from Certification Bodies’ Scheme.

Scheme Scope

      Products covered by the CB Scheme fall within the scope of IEC standards recognised by the IECEE system. A new IEC standard will be adopted by the CB Scheme when three or more member states express their willingness and support for its inclusion. The IEC standards in use are published in the CB Bulletin and on the IECEE website.

      Electromagnetic Compatibility (EMC) is generally not included in the CB Scheme unless specifically required by the applicable IEC standard. Nevertheless, the CB Scheme has surveyed its members regarding their interest in conducting EMC measurements alongside safety tests. Findings of this survey will be released in a dedicated CB Bulletin.
