PVOC stands for Pre‑Export Verification of Conformity. Administered by the Kenya Bureau of Standards (KEBS), it is a mandatory batch-based customs clearance scheme. For regulated products exported to Kenya, a Certificate of Conformity (COC) must be obtained prior to shipment. Goods arriving at the port without a COC will be detained, returned, or subject to heavy fines. PVOC refers to the inspection and certification system, with the COC as the issued document. There is no PVOC/COC logo to be printed on products. The certificate is solely for customs clearance and shall not be marked on product casings.

      The certificate applies to one shipment only and is valid exclusively for the corresponding batch.

Product Scope

      Most consumer goods including home appliances, electronic products, lighting, wires and cables, IT equipment, auto parts, tyres, textiles, footwear, chemical products and selected building materials. Certain industrial raw materials and products originating from EAC (East African Community) countries are exempted.

Application Process

      The Kenyan importer applies to local customs for an IDF (Import Declaration Form).

      The exporter prepares test reports (from KEBS-recognised laboratories), proforma invoice, packing list and RFC application form.

      Submit documents to a KEBS-authorised third-party body.

      The body reviews documents and arranges pre-shipment on-site inspection: verification of model, quantity, labelling, packaging and product consistency.

      A COC customs clearance certificate is issued upon successful document review and inspection.

      After goods arrive at the port, the importer submits the COC to Kenyan customs for clearance.

Certification Mark

      There is no PVOC‑COC logo for printing on products. The certificate is only a customs clearance document. It is prohibited to produce and affix self-made PVOC marks onto products.

      Product labelling requirements: English or Swahili language; mandatory markings include model number, voltage AC 240V 50Hz, manufacturer details and place of origin: MADE IN CHINA.

      Supplement: The Diamond Mark is a voluntary local Kenyan product certification mark and is generally not used for imported goods.
